Then there's the WHOIS country field. When IP space is registered or transferred, the WHOIS record includes a country code. Geolocation providers use this as another signal. If an IP leasing company transfers a block to you and sets the country in the WHOIS record to whatever you requested, that feeds directly into the geolocation models.
